TEA-21 Grant

The federal Inter-modal Surface Transportation Efficiency Act of 1991 allowed states an increased flexibility in making critical transportation choices, to encourage an ethic of environmental awareness and to promote the development of an inter-modal transportation system. Continued under the Transportation Equity Act for the 21st Century (TEA-21) were a number of innovative programs such as the Transportation Enhancement Program. Activities that qualify for these funds are: provision of facilities for pedestrians and bicycles, safety and educational activities for pedestrians and bicyclists, acquisition of scenic easements and scenic or historic sites, scenic or historic highway programs, landscaping and other scenic beautification, historic preservation, rehabilitation and operation of historic transportation buildings, structures or facilities, preservation of abandoned railway corridors – including conversion for use as bicycle or pedestrian trails, control and removal of outdoor advertising, archaeological planning and research, mitigation of water pollution due to highway runoff or to reduce vehicle-caused wildlife mortality while maintaining habitat connectivity, and establishment of transportation museums. Projects must have a clearly identified relationship to surface transportation in order to be eligible for TEA-21 funding.

The City of Parsons has received two TEA-21 Grants for the Parsons Downtown Improvement Project Phase I and II. This grant will provide safe walking surfaces for all Parsons' residents and visitors, and will also provide a more beautiful downtown vista for everyone.
